Ms. Brockwell possesses more than twenty five years experience developing and implementing corporate growth and sales plans for companies of all sizes and capabilities. Her expertise spans both commercial and federal markets and her diverse and unique background gives her an ability to perform both strategically and tactically in implementing sales and business growth strategies. Well-versed in most federal agencies activities, her focus is the Federal Health and Homeland Protection Markets.

She possesses a keen insight into the federal market and willingly shares this insight with others. In 2001, Ms. Brockwell had an “epiphany” of sorts and formed BizConnex to address the myriad of gaps and confusion surrounding the “new” federal market place that had evolved over the previous 10 years, assisting firms in addressing the market as efficiently and effectively as possible. She realized that most companies regardless of size or capability, experience similar difficulties in establishing and executing revenue growth strategies and pipelines. The Target-Focus-Succeed Roadmap© evolved from capturing and codifying successful processes which address and manage these issues.

Mr. William R. (“Bill”) Dailey is a subject matter expert (SME) in all aspects of the management and performance of federal government contracts. His more than 26 years of senior level industry experience includes both contract administration and direct task and program management performing technical, scientific, information technology, and engineering services contracts for multiple agencies under all contract forms (FFP, CPAF, CPFF, T&M, IDIQ, BPAs, Multiple Award, and GSA schedules).

He has served at the Vice President level in both contract administration and operational roles for his entire career prior to becoming a BizConnex expert consultant.

Bill’s business development expertise includes identifying qualified business opportunities, forming teaming arrangements, drafting and negotiating teaming and joint venture (JV) agreements, SBA Mentor- Protégé Agreements, determining capture strategy, writing convincing proposals, presenting oral briefs, pink and red team reviews, submitting and defending pre and post award bid protests at the GAO level as defending post award FOIA requests by competitors.

Bill is familiar with all aspects of the applicable acquisition laws and regulations (FAR, DFARs, agency supplements, and SBA regulations) from both the business development and performance perspectives.

Bill’s operational experience includes the full range of contract performance under both IDIQ Task Order, Single Award, and GSA contract vehicles from startup and transition to contract closeout. This experience includes staffing, technical oversight, client relations, quality management to ISO 9001 standards, Organizational Conflict of Interest (OCI) plans and mitigation, status reporting, and adherence to contract and task order budgets and schedules as well as planning and implementing the internal organization resources and infrastructure necessary for successful performance. He has performed all of these activities in the roles of a prime, a subcontractor, and both as a managing partner and a team member of Joint Ventures.

As a result of this in depth experience from both the contract administration and operational sides of contractor organizations Bill is uniquely qualified to provide expert advice to BizConnex clients across the full range of their business development and performance requirements.

He holds a BS in Engineering from the US Naval Academy and a JD from the American University Law School.
